Matthieu Pegon

Matthieu Pegon joined IDB Invest in 2017 as Head for Blended Finance. Matthieu coordinates the deployment of IDB Invest concessionary donor funds aimed at highly developmental and catalytic investments that are economically sound, but require temporary support or face market barriers and perceived high risks. Prior to that, he worked in various origination and structuring roles at the Green Climate Fund, the largest climate finance multilateral fund, and BNP Paribas CIB, a global investment bank, with a focus on debt capital markets and Latin America and the Caribbean. A climate and structured finance professional, he brings extensive knowledge in developing and executing innovative financing solutions applied towards low-emission and climate-resilient investments. He has been involved in several award winning transactions in the region, such as the Oaxaca II/IV project, the first ever wind power bond in Latin American and Caribbean. Matthieu holds an MSc and a BA from Grenoble École de Management in France.

Hilen Meirovich

An expert on enabling environments for climate investments, Hilen G. Meirovich is a Climate Change Head at IDB Invest, based in Washington, D.C.  Hilen, an Argentinean national, has solid experience in working with public sector actors to promote and consolidate climate policies and strategies, as well as leverage international funds for climate that can attract private investments in Latin America and the Caribbean. She has received the Ortiz Mena Award for Best Innovative Loan for an operation that combined fiscal and climate adaptation measures to reduce the impacts of climate in Central America. Before joining IDB Invest, Hilen worked in the IDB as a climate policy expert. She received a Master’s degree from Hebrew University and a Master’s degree and PhD degree from Georgetown University.

Stephanie Oueda

Stephanie Oueda is the Head of Gender, Diversity and Inclusion at IDB Invest, based in Washington D.C. As Head of Gender and Diversity, Stephanie’s role is to ensure that all operations, when relevant, have a positive impact to lead to more gender balance society. Mainly focus on women empowerment but as well men in the Caribbean. Under Stephanie’s leadership, this area of the Bank is now looking at foster programs to include other under-represented groups and increase other dimensions of diversity in order to work towards a more inclusive society. She holds a MA in Economics and in Political Science from Université de Montréal and Sorbonne University.

Ricardo De Vecchi

Ricardo De Vecchi works in Investment Management at BID Invest, based in Washington, D.C., where he heads 'ad interim' the consultancy department in Public-Private Partnerships in Latin America and the Caribbean. Ricardo has more than 15 years of experience in the development of infrastructure projects. Previously, he was Coordinator of Mexico and Peru for the Program of Emerging and Sustainable Cities, of the Inter-American Development Bank; Vice President of Latin America, of the firm CG / LA Infrastructure, and member of the Mexican Foreign Service. Ricardo has two master's degrees, in International Relations from Georgetown University, and in Diplomatic Studies from the Mexican Diplomatic Academy, as well as a Bachelor's Degree in International Trade from the Monterrey Institute of Technology.

Jozef Henriquez

An expert in the distribution of complex corporate, structured and project finance transactions, Jozef Henriquez is Head of the Resource Mobilization team of IDB Invest. Jozef, a native from Curaçao, is a recognized industry leader and a regular speaker at LatinFinance and Euromoney events. He led the development of the “B-bond” product and the structuring of the US$2 billion China Co-financing Fund, both of which represent new ways of mobilizing institutional investor funds. He has solid transactional experience across infrastructure, corporate, and financial intermediaries segments in Latin America and the Caribbean. Before joining the IDB Invest, Jozef was a Director at ABN AMRO Bank N.V., where he was responsible for the origination and distribution of syndicated loans in the Integrated Energy and Leveraged Finance sectors for the Americas. He holds a Bachelor of Business Administration degree from the University of Notre Dame and a Master of Management degree from Northwestern University’s Kellogg School of Management.

Romario Alves

Romario Alves has 35 years of experience in the global corporate banking industry. Before to joining IDB Invest, he worked for Banco Real, ABN AMRO, RBS and Bank of America in financial products, trade and supply chain, treasury, operations and credit, and as CCO of a Fintech company. He is specialized in transactional banking product and sales, relationship banking, and commercial leadership. Romario holds a degree in business and accounting from Universidad Pontificia Catolica de MG in Brazil, an MBA from London University Madrid, and is a Certified Public Accountant (CPA) from Conselho Regional de Contabilidade de Minas Gerais. He is also a certified transformational coaching from the International Coaching Federation (ICF) and the Instituto Tecnologico y de Estudios Superiores de Monterrey (ITESM).

Carole Sanz-Paris

A specialist in fixed income, structured finance deal execution, sale side research and credit analysis, Carole Sanz-Paris is the Head of Debt Capital Markets and Structured Finance at IDB Invest. Carole Sanz-Paris has over 20 years’ experience in global capital markets as a structurer at JPMorgan Chase, credit research at Deutsche Bank and rating analyst at Moody’s Investors Service. She has been responsible for the structuring, executing and placing of many complex financing structures, including securitizations. Carole has published extensively on relative value of fixed income products and credit analysis. Her team at Deutsche Bank was recognized as the No 1 Securitization Research House by Euromoney and Institutional Investors. Carole Sanz-Paris developed an interest in social responsibility and impact investing during her Executive MBA at Oxford SAID (United Kingdom). She studied for her Mechanical Engineering Diploma at the Université de Technologie de Compiègne (France) and the Universidad de Zaragoza (Spain).

Cristobal Salas

Cristobal Salas joined IDB Invest in February 2018 as a Lead Investment Officer with extensive track record in both equity & mezzanine investments. Mr. Salas is part of the team tasked with introducing innovative products to diversify its client base and develop new forms of investment structures to offer Risk capital across a wide range of clients and industries. ​ ​Prior to joining IDB Invest and for the previous 8 years, Mr. Salas was an Investment Principal with Latin American Partners (LAP), a private equity fund managing both Central American Mezzanine Infrastructure Funds I & II with over $350 MM in assets under management. Mr. Salas headed LAP’s office in Mexico where, as a member of the LAP investment team, he worked on deal origination, structuring and monitoring, including transactions in the transportation, energy, water & sanitation, agriculture, forestry and telecom sectors. ​ ​Prior to LAP, Mr. Salas was a Vice President with Stephens Cori Capital Advisors, focusing on investment banking and principal advisory services across multiple sectors and countries within Latin America, the Caribbean, and US Hispanic markets. ​ Mr. Salas has also held various executive level positions with a US publicly traded company focusing on Corporate Development, Mergers and Acquisitions with focus on telecommunications and infrastructure across Latin America and the US markets and also worked at Emerging Markets Partnership Latin America, a private equity fund manager with focus on the transportation and telecom sectors. ​ ​Mr. Salas has a BA in business administration from Instituto Tecnologico de Estudios Superiores de Monterrey (ITESM), and a MBA from George Mason University in Fairfax, Virginia USA.

Julius Landell-Mills

Julius leads the Equity and Mezzanine Team at IDB Invest, which he joined in 2020. He is responsible for developing and structuring the value proposition in IDB Invest direct equity and mezzanine investments. His responsibilities include developing the business strategy for these products and for the relationships with other private equity investors and development finance institutions (DFIs), either of which may become co-investors with IDB Invest. Before joining IDB Invest, he was a Managing Partner at Asesores Mesoamericanos, a strategy consulting and M&A boutique firm in San José, Costa Rica. Earlier, he was a Founding Partner at Mesoamerica Investments, an investment bank with offices in San José, Costa Rica, and Bogotá, Colombia, that focused on private equity and M&A. At CDC Group, a DFI owned by the UK government, in London, Julius worked in project finance, where he contributed to establishing the Group’s first venture capital fund in Central America. Julius began his career in finance as an Associate at JP Morgan’s London office. For five years, he was a member of the Board of Directors of Fundes, an NGO specializing in the development of SMEs in Latin America. Julius earned a master´s degree in business administration (MBA) from INSEAD (France) and a bachelor’s degree in economics from Cambridge University (UK).
